I lived so close to this - I would walk there and sit in the garden. When typhoon Nari hit a lot of the tiles were damaged - I have a fragment in my Taiwan keepsake box, such an amazing colour. It was strange to see it in such disaray - Taiwan really does look after it's monuments and their grounds. Your photo captures this perfectly while retaining the anonymity of the gardeners.
When did you take this shot? I lived in Taipei from 2001 - 2004 and they renovated it then too.
If you'd taken this further to the left you would have ended up with mainly white slabs and the memorial would have changed sides - not to mention the line of flags wouldn't have been the same. It's just a shame that the white walls of the memorial don't stand out more against the sky. It is an formidable structure but I think you have captured how grandiose yet approachable it is by capturing the people in the foreground.
I wish I'd had a good camera then. There are so many quirks about Taiwan that I wish I had recorded. I am glad that there are people like you armed with cameras to take photos like this.
